A call for tenders to replace the most polluting heating systems

With a call for tenders to be published at the beginning of 2022, the Lombardy Regional Council has set aside 12 million euros for private individuals, non-profit organisations and small and medium-sized enterprises to replace the most polluting civil heating systems with low-emission biomass systems.

This is an important incentive for Lombardy's citizens and is intended to be a decisive push to let most people know that it is possible to adopt biomass-fuelled systems without contravening city ordinances and without contributing to global warming, as fossil fuels do.

The contributions will be paid in 2023, to allow users to acquire the outcome of the application for the contribution under the thermal account. They will be reimbursed upon presentation of the expenditure certificates.

Moreover, the regional contribution will only be recognised for plants classified with 4 or 5 stars and with values of particulate matter (PP) still lower than the class to which they belong. This means that not all biomass plants eligible for incentives under the thermal account will be eligible. The regional contribution, which will allow to cover up to 95% of the costs for the replacement of the old plant, will be related to the value of particulate emissions, indicated in the environmental certificate.

Environment and Climate Councillor Raffaele Cattaneo, who proposed the incentive criteria, commented: "The Lombardy Region is providing 12 million euros (within the resources for the Po Valley Basin) to replace polluting plants with biomass plants with very low emissions. These resources are intended for private individuals, non-profit organisations and small and medium-sized enterprises. This demonstrates once again our region's concern for the environment and air quality. In recent years we have been taking action in all the sectors that produce the most emissions. And now we are focusing on heating systems."

"With this resolution," - concluded Cattaneo - "we are trying to encourage the replacement of the most polluting systems. The fight against air pollution is one of the priorities of our commitment and this package of incentives will allow us to continue our work."
